In early May 2014, the South China Sea dispute once again captured international headlines when China parked its largest and most modern oil rig, HD-981, 100 nautical miles off the Vietnamese coast and began drilling. Vietnam protested the deployment as a violation of its sovereignty; anti-China protests, peaceful at first and then violent, broke out across the country forcing China to evacuate thousands of its citizens; meanwhile, at sea Vietnamese and Chinese flagged vessels harassed and rammed each other resulting in the sinking of one Vietnamese fishing boat. The HD-981 Incident not only sparked the most serious crisis in Vietnam-China relations since the two countries resumed diplomatic relations in 1991 —and arguably since their 1979 border war— but also reinforced negative trending in the South China Sea that has been readily apparent since tensions experienced an upsurge beginning in 2008.

Washington, D.C. – U.S. Senator John McCain (R-AZ) today released the following statement on the latest reports regarding the escalating conflict between China and Vietnam over a Chinese oil rig near the Paracel Islands:

Washington, D.C. - thượng nghị sĩ John McCain (R-AZ) hôm nay đã đưa ra phát biểu sau đây về những báo cáo mới nhất về cuộc xung đột đang leo thang giữa Trung Quốc và Việt Nam qua việc một giàn khoan dầu của Tàu gần quần đảo Hoàng Sa.

“China’s decision to begin drilling for oil off the coast of Vietnam, and its deployment of dozens of naval vessels to support that provocative action, is deeply concerning and serves only to escalate tensions in the South China Sea.  Chinese ships have swarmed and rammed Vietnamese Sea Guard vessels in yet another instance of aggressive maritime harassment. There should be no doubt that China bears full responsibility for this unilateral attempt to change the status quo.

Quyết định của Trung Quốc bắt đầu khoan dầu tại đường bờ biển Việt Nam, và việc đưa vào sử dụng hàng chục tàu hải quân để hỗ trợ cho hành động khiêu khích đó, là đang liên quan sâu sắc và chỉ có tác dụng làm leo thang những căng thẳng (tensions, gia tăng áp lực) lên vùng biển Nam Trung Hoa. Những chiếc tàu của Trung Quốc đã bao vây và đâm/húc vào tàu những tàu hải giám (lực lượng bảo vệ/phòng vệ bờ biển) của Việt Nam trong khi chưa có trường hợp quấy rối bờ biển mang tính công kích xâm lược.

“These Chinese actions rest on territorial claims that have no basis in international law. In fact, China’s drilling is occurring squarely within Vietnam’s Exclusive Economic Zone, as defined clearly under international law. It is incumbent upon on all responsible nations to insist that China’s leaders take immediate steps to deescalate tensions and revert to the status quo ante.”

Những hành động của Trung Quốc chứng tỏ rằng không có cơ sở trong luật pháp quốc tế. Thực tế, việc khoan dầu của Trung quốc đang xảy ra trong vùng đặc quyền kinh tế của Việt Nam (Vietnam's EEZ), như đã được định nghĩa rõ ràng trong luật (biển) quốc tế. Đó là một căn cứ về mặt pháp lý ràng buộc tất cả các quốc gia liên quan cương quyết với lãnh đạo của Trung Quốc làm những bước trung gian để hạ áp lực và chuyển hiện trạng về như ban đầu.
